Sparta Commodities analyst Neil Crosby said an easing of Ukrainian drone attacks on Russian refineries over the past quarter might also have helped to boost Russian exports.

Reuters, February 24, 2026 – Tighter EU enforcement of the Russian fuel ban has pushed U.S. diesel exports to Europe to record highs as Indian flows fell. Meanwhile, Russian seaborne diesel exports rose 19% m/m to ~963 kbpd, with Neil Crosby noting that easing Ukrainian drone attacks likely supported higher refinery runs and export availability. Discounted Russian barrels have flowed to Brazil, displacing U.S. supply and freeing up U.S. Gulf Coast volumes for Europe, reinforcing the Atlantic Basin reshuffle.
